Larimer County's April 21 vote to approve permits for new gas turbines could foolishly set stage for a high-stakes showdown with the federal government.
The shutdown of Rawhide 1 makes no economic sense. In terms of energy security and meeting future demand, the impact would be harmful. I'm a fan of low-emissions low-cost gas generation. Still I think that the proposal is premature, and gas should supplement not replace clean coal. The proposal appears to be purely ideological.
Thank you Ethan for your comprehensive study. It might have been even better if you had balanced it by making the strongest possible case for the shutdown, and countering it.

I have submitted about 40 public comments so far to the Larimer County Commission against PRPA's permit application, covering practically all aspects of the issue in depth, including legal, economic and environmental. There's probably at least 3 to 5 more comments I'll submit this weekend, and then I'll think about compiling a bunch of them in a massive Substack post.
Personally I'm not a fan of fracking and I think there's a strong case to be made that it's even worse for the environment than coal. I'm anti-fracking more than I am pro-coal, although I do advocate that it makes the most sense to run Rawhide Unit 1 predominantly at minimum load while focusing capital investment on building out distributed and community-based renewable energy and non-lithium battery storage.
